October Village Council Meeting Advance

The Village Council’s October meeting will address resolutions on design services, debt collection, the 2025 mitigation strategy, a transportation fee study, IT software renewals, and a new restaurant agreement at Pinecrest Gardens.
Council meetings also include discussions about topics being considered and researched. To learn more about non-action items and to read the background material for each of the actionable measures, please review the full agenda.
The meeting will be held at 6 pm, Tuesday, October 14, at the Pinecrest Municipal Center, 12645 Pinecrest Parkway, third floor. A live stream video link will be available once the meeting is called to order.
Public comments on agenda items may be submitted via e-mail at council@pinecrest-fl.gov. Community members may participate in person or via Zoom. To comment during the meeting via Zoom, please send a request to clerk@pinecrest-fl.gov. The deadline to register for the next meeting is Tuesday, October 14, at noon.

The Village Council will hear the following items during the October Council meeting:

A resolution authorizing the Village Manager to enter into a contract with Metric Engineering for miscellaneous stormwater management design services and miscellaneous civil design services. This is a piggyback contract that Metric Engineering has with the City of Altamonte Springs. By adding this firm, the Village expands its pool of qualified consultants to expedite the implementation of the Village’s Master Plans for Transportation and Stormwater. This contract has a not-to-exceed limit of $400,000. For more information, visit Tab 2.

A resolution adopting the 2025 Miami-Dade County Local Mitigation Strategy (LMS). The Florida Division of Emergency Management (FDEM) entered into an agreement with Miami-Dade County to provide funding for the County to develop an LMS Plan with local municipalities as a component of the statewide mitigation strategy. The LMS meets FDEM contract requirements and was developed with the participation of local governments, the County Public School Board, and a broad range of private not-for-profit agencies, businesses, and universities, coordinated by the County Office of Emergency Management. A resolution authorizing the Village Manager to enter into an agreement with SCS Engineers for a transportation fee study. During the FY 2025–26 budget process, the Village Council discussed commissioning a feasibility study to evaluate the establishment of a local transportation fee. The study would identify options for generating additional revenue, ensure that transportation users equitably share in the cost of maintaining and improving the system, and safeguard the long-term fiscal sustainability of Pinecrest’s transportation infrastructure. A resolution authorizing the Village Manager to proceed with the auto-renewal of legacy software agreements for IT software and services. These legacy systems, introduced more than 10 years ago, are not easily replaced or transitioned due to their complexity and integration with other operational processes. A resolution authorizing the Village Manager to enter into an agreement with Platea Group to operate the Pinecrest Gardens Cypress Hall restaurant. The agreement will have a five-year term, with up to two optional five-year renewals. This revenue-share structure is projected to generate more than $175,000 annually.
