Sept. 22 Special Council Meeting & Final Budget Hearing Advance

The Village Council will hold a Special Council Meeting and Final Budget Hearing for fiscal year 2026–2027 on Tuesday, September 22, 2026, at 5:01 p.m.
The meeting will be held in the Council Chamber, third floor, at the Pinecrest Municipal Center.
The session opens with the final public hearing on the millage rate and the budget for fiscal year 2026-2027. Once the hearing closes, the Council will vote to adopt both, then turn to a full agenda: a presentation by Miami-Dade County Public Schools; resolutions on the Pinecrest Gardens Farmers Market, emergency tree removal services, and Community Investment Grant awards; and second-reading votes on Comprehensive Development Master Plan amendments and a zoning map change extending the Pinecrest Business Alternative District.

Operating and Capital Outlay Budget for Fiscal Year 2026–2027 - (Second Reading) An ordinance adopting the operating and capital outlay budget for the fiscal year commencing October 1, 2026, through September 30, 2027, pursuant to Florida Statute 200.065 (TRIM Bill); updating the capital improvement schedule. Pinecrest Gardens Farmers Market Management and Operation - (Deferred from 9/10/26) A resolution authorizing the Village Manager to enter into an agreement with Miami Culinary Kitchen for the Pinecrest Gardens Farmers Market management and operation services. Learn more at TAB 2
Pinecrest Gardens Emergency Tree Removal - (Deferred from 9/10/26) A resolution authorizing the Village Manager to enter into an agreement with Axcex Media, LLC., Big Ron’s Tree Removal, Pahokee Growers, Fresh Start, and Wilco Electrical, LLC., for Pinecrest Gardens emergency tree removal. Community Investment Grant Program Awards for Fiscal Year 2025-2026 - A resolution authorizing the Village Manager to distribute the fiscal year 2025–2026 Community Investment Grant Program awards to eligible community-based organizations. Learn more at TAB 4
Comprehensive Development Master Plan Amendments - (Second Reading + Public Hearing) An ordinance adopting the Evaluation and Appraisal Report (EAR)-based Comprehensive Development Master Plan amendments, including updates to the Village’s Water Supply Facilities Work Plan; providing for inclusion in the Comprehensive Development Master Plan. Comprehensive Development Master Plan Future Land-Use Map Amendment - (Second Reading + Public Hearing) An ordinance amending the Comprehensive Development Master Plan Future Land-Use Map by approving a small-scale amendment expanding the Pinecrest Business Alternative District boundaries, to include properties located at 10420 SW 77 Avenue and 10500 SW 77 Court. Pinecrest Business Alternative District Official Zoning Map Amendment - (Second Reading + Public Hearing) An ordinance amending the Village’s Official Zoning Map to extend the existing boundaries of the Pinecrest Business Alternative District to include properties located at 10420 SW 77 Avenue and 10500 SW 77 Court.
