The
Department of Building and Planning is divided into two
divisions: Building Division and Planning
Division. Building is responsible for the processing
of all permit applications, plan review, issuance, and
inspection of all permits. Planning is responsible for the Village’s Comprehensive Development Master
Plan, Land Development Regulations, the
Code Compliance
functions, and the issuance of business tax receipts. Planning also
presents cases to the Special Master, Planning
Board and Village Council.

PLANNING BOARD
The
Planning Board is authorized to make a final
determination, subject to an appeal by the applicant to
the Village Council, with regard to administrative
decisions and
Non-Use Variances as defined in the Village’s Land
Development Regulations. A Non-Use Variance may deal
with setback lines, frontage requirements, subdivision
regulations, height limitations, lot size restrictions,
yard requirements, fences and walls, impervious
coverage, open space, and signs.
The Planning Board consists of seven members. Each
member is appointed annually for
a one year term. No member may serve more than four
consecutive terms. Each member must be a resident
of the Village and receives no compensation for their
service on the board. The
Planning Board generally meets at 7:00 p.m. on the
fourth Wednesday of the month.
DEPARTMENT STAFF
Leo
Llanos, P.E. was appointed by the Village Manager to serve
as the Village’s Building Official on December 7, 1998.
Mr. Llanos previously served as the Building Official
for the Village of Key Biscayne, Florida from 1994
through 1998. Mr.
Llanos earned a Bachelor of Science degree in Civil
Engineering from Florida International University
(Miami, Florida). He is a Florida licensed professional
engineer, Florida licensed building code administrator,
Florida licensed plans examiner, and a Miami-Dade County
certified building official and structural plans
examiner. Mr.
Llanos is a member of the Florida Engineering Society,
the National Society of Professional Engineers and the
South Florida Building Officials Council.
James H. (Jim)
Holland, AICP was appointed by the Village Manager
to serve as the Planning Director in October 2004. Mr.
Holland has significant experience in both the public
and private sectors. Most recently he headed his own
firm which specialized in land development consultation. Mr. Holland
has a Bachelor of Science degree from Illinois State
University and has completed the academic requirements
for a Master of Public Administration from Florida
Atlantic University. Mr. Holland is
a Charter Member of the American Institute of Certified
Planners. He is also a member of the American Planning
Association and the Urban Land Institute.
